    With relatively new concrete, the thing before painting is to have the concrete dust free and dry. Concrete takes an age to cure and be totally dry, so would recommend leaving the project for at least 12 months. Keep a drain pan under any cars in the interum. After 12 months vacuum the crap out of the floor and start the paint process, any good hardware store will have the paint to do the job.
    As well where car tyres sit, I would advise having a vinyl strip to stop the hot tires/ weight stripping the paint compound.
